


Blue Ribbon Commission on Jury System Improvement
The Judicial Council of California voted to create the Blue Ribbon Commission on Jury System Improvement on October 27, 1995. The Chief Justice of California appointed the members in December of 1995, naming representatives from the judicial, executive, and legislative branches as well as professionals from the State Bar, the business community, and other citizen groups. Through a process of meetings filled with lively debate on controversial subject matter, public debates in Los Angeles and San Francisco, and extensive national research, the commission concluded its mission by recommending nearly 60 changes to the jury system. In May 1996, the Judicial Council voted on and approved almost all of these recommendations.
