Permanency Project

Mission
The Permanency Project is a new initiative that provides judicial education at a limited number of courts on expanding approaches to permanency for dependent children and regional training to probation departments on termination of parental rights.

  • Scope of Education
    The education for judicial officers will be provided starting in April 2005. Due to limited resources, the judicial education will be made available only in the 11 largest court systems. At the discretion of the presiding juvenile court judge, other system participants may be invited to attend. Workshop topics include:

  • Initiating Permanency Planning: First Opportunity to Consider Permanency
  • Concurrent Planning: Focus on Under 3, Latency Age, and Older Youth
  • Engaging Youth in Decision-Making
  • Permanency and Post-Permanency Hearings: A Re-examination of Issues
  • Permanency: Challenges and New Directions

At the request of the presiding juvenile court judge, and if funding permits, additional training tailored to the unique needs of the eleven court systems will be provided. The project staff will play an instrumental role in helping court systems identify training topics based on county-specific data and feedback from those who work in the dependency system. Project staff will seek input from participants through surveys, interviews, and system meetings, and then design a flexible one to three hour training, tailored to meet the key needs identified by the court system participants.

The training for probation departments is a collaborative project with U.C. Davis. The purpose is to help departments establish the procedures that need to be in place to prevent reversal of a court order terminating parental rights. The workshops will be held during Winter and Spring of 2005-2006.
