Court Appointed Special Advocate (CASA) The new Request for Funding process replaces the Request for Proposal process and reflects the fact that program funding has essentially been non-competitive since the inception of CASA; project staff anticipates that the time resource savings realized by streamlining the funding process will facilitate a heightened focus on both program evaluation and outcomes throughout the fiscal year. Changes to the funding mechanism are a result of several years of discussion with members of the Family and Juvenile Law Committee, Center for Families, Children & the Courts (CFCC), and California CASA Association (CalCASA) staff about the advantages and disadvantages of the Request for Proposal process. For year 04-05, 40
programs in 41 counties were funded, including 1 new development program.
