Court, Communities, and the Administration of Justice (CJER Video
#2889; 66 minutes: A highlight of the historic May 1998 California Statewide
Conference, this video features a panel discussion moderated by Roger Warren, President of
the National Center for State Courts. The distinguished panel, composed of state and
national court and community leaders, surveys the California court environment and sets a
context for the role of community collaboration and strategic planning in renewing public
trust and confidence in the courts. Reacting to a keynote video, Leading Justice
Into the Future, the panelists -- Steven Nissen, Executive Director of the State Bar
of California;Mary Hernandez, San Francisco Board of Education; John Walker,
Latham & Watkins and Los Angeles Chamber of Commerce; and Margo Lindsay, National
Center for Citizen Participation in the Administration of Justice -- discuss several
important issues, including sources of public dissatisfaction with the courts; what the
courts can do to improve public trust and confidence; and the importance of
institutionalized strategic planning in addressing issues of public trust and confidence
and maintaining a strong, independent judiciary.
Real Experience: Models of Urban and Rural Court Planning (CJER
Video #2890; 75 minutes): A key part of the 1998 California Statewide Conference on
Courts and Their Communities was the forum on strategic court planning in the real world.
Moderated by Hon. Kathleen E. O'Leary, Presiding Judge of the Orange County
Superior Court, and facilitated by Dr. R. Dale Lefever, the panelists discuss their
experiences of and strategies for successful court community collaboration in the planning
process. Hon. Joseph Farina provides an overview of Florida's development of a
state-mandated strategic court plan. Hon. Thomas Merrigan outlines the planning
process for court reform initiated by Massachusetts's widely recognized Franklin County
Futures Lab. Presenting a California countywide perspective on court planning is
Hon. W. Scott Snowden of Napa County. The panelists discuss a wide range of
strategic planning issues, including how to identify and involve community members and the
resources necessary for effective planning, and ethical boundaries and limitations
pertinent to the community outreach component.
Community Outreach: Opportunities for Court and Communities (CJER
Video #2891; 75 minutes): This video from the groundbreaking 1998 California
Statewide Conference on Courts and Their Communities features a panel discussion on a wide
range of community outreach efforts. The panel is moderated by Hon. Veronica S.
McBeth, Presiding Judge of the Los Angeles Municipal Court. The panelists -- Eric
Lee, Director of Technology and Consulting, Center for Court Innovation; Alexander Aikman,
Executive Officer of El Dorado County Superior Court; and Hon. Darrell W. Stevens,
Supervising Judge, Butte County Superior Court, Chico Division -- describe their varied
experiences in establishing outreach programs that have involved the courts and community
in successful collaborations. Their individual stories -- which focus on process and
procedures -- illustrate how the courts can augment court resources, improve the court's
quality of service, and better address community needs by tapping community resources and
expertise. Several court outreach programs are profiled in detail.
COUNTY-LEVEL ECONOMIC AND DEMOGRAPHIC PROFILES RESOURCES: Provided to
facilitate the strategic planning process, this list of sources for locating county-level
trend information can provide data to be used by the courts in their research and analysis
of user/customer needs. Sources include a number of state institutions of higher
learning, including The Center for Economic Development at California State University,
Chico, which produces the Annual Profile Series for 20 California Counties. Other
resources provide demographic and trend information on many California Counties.

planning teams, the court community, and others about California's court strategic
planning and budget development processes -- and the relationship of planning to

VIDEO TRAINING MANUAL (limited supply): The AOC has developed a 3-videotape
training package to assist courts in learning how to initiate and implement
community-focused court planning. Instructional materials for the videos and manual
were drawn from the first-of-its-kind statewide conference, Courts and Their
Communities: Local Court Planning and the Renewal of Public Trust and Confidence,
held in Long Beach, California, in May 1998. This product has already been
