In 2001 the California trial courts became the employers of their staffs; in 2002 court interpreters gained the right to apply for employment with the courts. A number of programs exist to help courts fulfill their human resources responsibilities:

Judicial Branch Workers' Program
A self-insured system administered by a third party.
The Phoenix Project is a statewide technology initiative that provides transition assistance to the courts moving from county stewardship to the judicial branch's financial and human resources system.
