To address the overwhelming quantity of uncollected court-ordered payments, as well as the great diversity in trial courts' systems for prioritizing and managing the collection of fines, penalties, and fees, the Judicial Council—at the Chief Justice's urging—created an interagency working group. The group formed subcommittees to meet challenges in specific aspects of collections; exhaustively defined terms, problems, and potential solutions; and held workshops. It then presented its recommendations to the Judicial Council.
