Statewide Judicial Initiatives

In the late 20th and early 21st centuries, California’s courts underwent three major transitions: the municipal and superior courts were unified, funding shifted from the counties to the state, and the courts became independent employers. In the absence of county administrative functions, it was necessary to develop a systematic approach to new programs and policies. Following are descriptions of recent initiatives launched by the Administrative Office of the Courts (AOC), in collaboration with the courts. These programs improve the day-to-day business of the courts and positively affect court employees, court users, and communities.

Innovations in Court Administration

When one court develops an exciting innovation in some aspect of court administration, the AOC helps share that information so other courts can replicate the policy or program (if it suits their local needs) and courts throughout the state can have access to those resources.

The following programs address innovations in court administration.


Innovations in Infrastructure

Individual courts in California have a great deal of autonomy, but statewide support systems are essential for some functions and responsibilities. The Administrative Office of the Courts (AOC) brings together nuts-and-bolts innovations from around the state to create statewide initiatives in the areas of fiscal accountability, human resources, technology, facilities, and education.

The following programs address innovations in infrastructure.


Innovations in Statewide Administration

The California courts, unified within an independent branch of state government, have the opportunity and motivation to communicate fully and frequently with one another and need to collaborate on tasks that are done more efficiently and effectively by working with the court system as a whole. The Administrative Office of the Courts (AOC) is striving to facilitate the courts’ communications, collaboration, and adoption of uniform practices.
