Should the tenant file an Answer even if s/he is leaving the rental unit?

Yes. If the landlord wins the unlawful detainer case, it may be more difficult for the tenant to rent another place later because the judgment goes on the tenant's record.

Also, it's possible that the landlord may not dismiss the case even if the tenant has paid the rent and leaves the unit clean. (It's a good idea for the tenant to keep records of the rent paid and take photos so to have proof that s/he left the apartment clean.)
