Can the landlord use any other measure to force the tenant to leave?

No, according to California law, a landlord cannot use self-help measures to force a tenant to move. Even if a tenant is months behind on the rent, the landlord cannot:

  • Physically remove the tenant;
  • Get rid of the tenant's personal property;
  • Lock the tenant out;
  • Cut off the utilities, such as water or electricity;
  • Remove outside windows or doors; or
  • Change the locks to the premises.
