Can I change my gender if I’m in the process of transitioning but I haven’t yet had surgery?

No. The law says that in order to change your gender, you need a declaration from your surgeon or doctor, signed under penalty of perjury, that you have undergone surgical treatment for the purpose of altering your sexual characteristics to those of the opposite sex.
